Leanne Bayer

Chief of Party - USAID Resilience for Peace, Côte d'Ivoire

Leanne has 20 years of program management experience in the areas of community-driven development, fiscal decentralization, sexual gender-based violence (SGBV), and conflict resolution.

Leanne joined EAI in January 2019 after developing extensive expertise working with The World Bank, PADCO/AECOM, OSCE, CARE International, IOM, and multiple UN agencies. 

As the Chief of Party for Resilience for Peace (R4P), Leanne applies her in-depth knowledge to supporting the local team’s design and implementation of projects that build the tech and advocacy capacity of community leaders, building bridges between communities and state and national leaders, and amplifying community issues through high-impact media programming in Mali, Niger, Chad, Burkina Faso, and Cameroon.

She is an expert in social policy, specifically community development, citizen engagement, and social accountability. An experienced senior manager, she managed three World Bank operations (totaling US$ 65 million) in East Africa focused on community-driven development. In the last two years, she has led the Citizen Engagement Community of Practice for the World Bank, bringing together 900 internal and external practitioners.
