Rachel Chute

As an expert in global strategic business planning, Rachel Chute brings extensive expertise and innovation to EAI’s business development department.

Rachel Chute joined EAI in 2017 as Director of Business  Development and Global Strategy, where she oversees EAI’s business development team, which includes proposal support, recruitment, and cost and pricing. Before joining EAI, Rachel served as the Director of Business Development at the QED Group and the Director of Proposal Development at Creative  Associates International. Before that, she worked for Management Systems International (MSI) for seven years, as a Business  Development Associate, Deputy Director of Business Development, and Director of Proposal Management. While at MSI, she updated the organization’s proposal process incorporating critical industry milestones and is responsible for the submission of over  $1Billion in proposals.

Since 2016, Rachel has been teaching a graduate-level course in the Elliott School of International Affairs at The  George Washington University on Developing Effective Proposals. Rachel also worked as an independent consultant within the international development community, conducting full life-cycle business development system assessments, and supporting specific business development initiatives. Prior to her career in international development, Rachel served as the Assistant to the Chief of Staff for  Senator Thomas R. Carper (D-DE) and as Executive Assistant to the President of the Progressive Policy Institute. Rachel received her M.P.A. focus in NGO Management from the Maxwell Citizenship and Public Affairs at Syracuse University and her B.A. in International Affairs from The George Washington University. To contact Rachel please email her at rchute@equalaccess.org.
