Development & Resilience Index against Violent Extremism

The Development & Resilience Index against Violent Extremism (DRIVE) seeks to identify resilience capacities in Côte d’Ivoire that can guarantee the lowest possible social receptivity to the violent extremist organizations’ offer of alternative governance in border localities.

Report on the Development & Resilience Index against Violent Extremism (DRIVE)

This report (access via this link.) presents the Development & Resilience Index against Violent Extremism(DRIVE), an innovative tool designed to assess and strengthen the capacity of Ivorian communities to resist the influence of violent extremist organizations (VEO). In a context where the threat of violent extremism is intensifying, particularly in border regions, the index offers an in-depth analysis of the stress factors and resilience capacities of localities in northern Côte d’Ivoire.

The report’s main findings highlight that the social acceptability of VEOs is fueled by a growing detachment from state institutions. Some 15% of respondents see these groups as viable alternatives to local authorities, increasing their influence. The report also highlights inter-community tensions and perceptions of marginalization that undermine social cohesion.

To counter this dynamic, the report recommends strengthening social immunity through community development initiatives, improving local governance and promoting gender equality. Peaceful conflict resolution mechanisms and education programs are essential to build trust between citizens and security forces.

This report is a call to action for decision-makers, civil society organizations and international partners, providing concrete recommendations for building sustainable resilience to violent extremism in Côte d’Ivoire.
